Overview
Harnessing the contribution of support staff, and the wider population, is crucial in both determining the success of service transformations and shaping health outcomes. The fourth seminar in our series discussed the importance of whole system design and transformation and maximising everyone’s contribution to promoting and protecting the public’s health, as well as the significance of encouraging new and emergent roles and routes into health and care systems.

Chair: Lord Nigel Crisp, Co-Chair of the All-Party Parliamentary Group on Global Health
Lord Crisp is an independent crossbench member of the UK House of Lords. He was Chief Executive of the NHS and Permanent Secretary of the UK Department of Health from 2000 to 2006. He has subsequently worked in low- and middle-income countries in Africa and Asia. Lord Crisp also founded the All-Party Parliamentary Group on Global Health and the global campaign on nursing, ‘Nursing Now’.
Dr Francis Omaswa, Founder and Executive Director of the African Centre for Global Health and Social Transformation (ACHEST)
A cardiovascular surgeon by background and hailing from Uganda, Dr Francis is the founder and Executive Director of the African Centre for Global Health and Social Transformation, an independent think tank and network that aspires to promote and provide transformational leadership in the health sector across Africa. He has also in the past been a Special Adviser to the WHO Director-General as well as a Director General for Health Services in the Uganda Ministry of Health, as well as founding Executive Director of the Global Health Workforce Alliance.
Justin Ash, Chief Executive Officer and Executive Director of Spire Healthcare
Justin Ash has been the current CEO of Spire Healthcare, the FTSE hospital group, since late 2017. During his time at Spire, he has led meaningful change within the organisation, and developing strong partnerships with the NHS (National Health Service) that emerged during the Covid-19 pandemic. He was Chair of the Independent Health Providers Network until December 2020, and since December 2021 has also been chair of THET (Tropical Health and Education Trust), which provides fantastic work in training and educating health workers in Africa and Asia with the support of UK organisations.
Maureen Mahoney, Director General (People Management), Ministry for Health, Malta
Maureen Mahoney is the Director General for People Management within the Ministry for Health in Malta. A graduate in Human Resources Management from the University of Leicester, she has worked in the Maltese Ministry for Health for the past 26 years in a wide range of roles, and now heads up the HR function of the Ministry. More recently she has led a working group tasked with drafting a Health Workforce Strategy for the next eight years.
Professor Laetitia Rispel, Professor of Public Health at the University of the Witwatersrand, South Africa
Prof Laetitia Rispel is a Professor of Public Health at the University of the Witwatersrand in South Africa. Her research focuses on the health workforce and its intersection with health system performance, and she has published extensively on a wide range of aspects of health policy, focusing on South Africa. She has been President of the World Federation of Public Health Associations from 2018 and 2020, being the first woman from Africa and the third woman in 50 years to be elected.
Professor Beverley Harden, National Allied Professions Lead and MultiProfessional Advancing Practice Lead
Prof Beverley Harden is a physiotherapist and an Allied Health Professional (AHP), working as Deputy Chief Allied Health Professions Officer (England), Lead AHP in Health Education England and Lead for the national multi professional programme on Advanced and Consultant Practice. Beverley is also an Honorary Professor at Winchester University and a Board Trustee for Carers UK.
