Introduction
Health workforce governance is an enabler of effective health systems, by ensuring that the workforce is adequately planned, developed and supported to meet population health needs. Whether it is by increasing the volume of people working in key health professions, developing skills, designing new roles, transforming leadership or introducing innovative ways of working—effective health workforce governance can ensure that quality health services are accessible, equitable, efficient, affordable and available for all.
This seminar highlights the importance of health workforce governance for improved health outcomes through:
- Effective workforce planning and investment to address key gaps and shortages
- Enhanced workforce policy, decision-making, and accountability
- Improved performance and quality of care that meets population needs
Effective workforce governance can deliver results across a range of interconnected areas, such as: aligning workforce policy and planning with health goals and UHC; applying workforce evidence and data for key policy and decisions; enabling cross-sectoral engagement and collaboration on major workforce priorities; strengthening professional regulation, accountability and performance; and securing long-term sustainability and investment in the health workforce. These contributions can be helpfully framed by the World Health Organization’s (WHO) 3D approach – Data, Dialogue and Decision:
- Data: the use of evidence and analytics for informed policy and decision-making.
- Dialogue: cross-sectoral engagement and stakeholder participation on key policy issues.
- Decision: key recommendations from policy makers and stakeholders through a consultative process to inform action on priorities and funding.
